US Bans New Foreign-Made Humanoid Robot Imports

The Trump administration has implemented a ban on the importation of new foreign-made humanoid robots into the United States. This directive, announced on Tuesday, addresses what officials described as "unacceptable risks" to national security. The prohibition extends to advanced robotic machines, encompassing both humanoid and four-legged designs. Many of these advanced robots are manufactured in China, a nation engaged in a competitive race with the US in the development of robotics and artificial intelligence (AI).

In parallel, the Federal Communications Commission (FCC) has also prohibited the import of power inverters. These devices are utilised in data centres and solar panel systems. The FCC stated that these imports could also present a danger to the US economy. FCC chairman Brendan Carr indicated that the agency was taking action to safeguard America's essential supply chains. The FCC has added these items to its Covered List, a registry of goods and services identified as posing a risk to US national security.

The FCC detailed concerns that foreign-made inverters could be remotely deactivated by overseas entities, leading to data theft or facilitating remote access and surveillance by foreign government actors. The commission also warned that robots manufactured outside the US could be exploited by malicious actors for surveillance of American citizens, to bolster the capabilities of foreign intelligence services, or to be commandeered remotely. The ban specifically applies to new foreign-produced advanced robotic devices and power inverters. It does not, however, impact the sale or import of existing models that had previously received FCC authorisation.

This action occurs within a broader context of increased US scrutiny of Chinese exports, as the Trump administration seeks to address trade imbalances. China, despite being a leading global exporter of electric vehicles, has faced significant trade barriers in the American market. US Treasury Secretary Scott Bessent has also raised concerns about potential sanctions against Chinese AI firms accused of intellectual property theft. In response, the Chinese government has asserted that its AI development is a product of its own efforts and international collaboration.
