Royal Mail hikes wholesale prices by 25%

Royal Mail attributes the price hike to the significant financial challenge of maintaining the UK's nationwide postal network, which employs 130,000 people. The company cited rising operational costs, including fuel and labour, as key factors. In a letter to customers, seen by The Guardian, Richard Travers, managing director for letters in the wholesale business, stated that the increases are necessary to ensure prices more accurately reflect the cost of providing a reliable service across the country.

The company has experienced substantial losses, amounting to almost £800m over the last four years. Furthermore, Royal Mail has faced regulatory action from Ofcom, the postal regulator, which has fined the company £37m since 2023 for failing to meet delivery targets. Access mail volumes have also seen a sharp decline, falling by nearly a third since the 2019-20 period, from 6.3 billion items annually to approximately 4.2 billion.

The tariff increases will impact bulk mail customers, such as UK Mail, Whistl, and Citipost, which handle mail processing for large businesses and organisations. These intermediaries are responsible for sorting and preparing mail before Royal Mail undertakes the final delivery stage. The Mail Users’ Association described the price rise as "unprecedented", warning of considerable additional financial pressure on organisations that depend on postal communication.

Specific increases include a 36.1% rise for the economy service for less urgent bulk mail weighing up to 100g, and an 11.4% increase for a large letter weighing between 101g and 250g under the standard advertising mail service. Royal Mail stated that its access business customers will continue to receive prices lower than equivalent consumer rates, and that the company's finances remain below the level Ofcom deems compatible with a sustainable universal service.

Regulatory Scrutiny

The price adjustments occur while Royal Mail is under scrutiny for its delivery performance. Ofcom launched a new investigation in June following reports that almost a quarter of first-class mail was delivered late in the year up to March. There are also allegations from whistleblowers and unions that Royal Mail may be prioritising parcel deliveries over letters, a practice the company denies. Royal Mail, owned by Czech billionaire Daniel Křetínský since April 2025, is required to deliver to 32 million addresses across the UK.
