Mr. Burnham extended invitations to Conservative leader Kemi Badenoch and Liberal Democrat leader Sir Ed Davey to meet on Wednesday to discuss the future of social care. The Prime Minister expressed a desire for "cross-party talks" to foster collaboration from the outset, recognising that meaningful change will require time. He emphasised the urgency of the issue, highlighting the strain on carers, families, and the NHS due to the current system's failings.

The Conservative party confirmed that Ms. Badenoch would not be attending the meeting, with shadow health secretary Stuart Andrew attending in her place. A Conservative party source suggested the invitation was issued with short notice and potentially for appearances. Mr. Andrew stated his party is willing to cooperate on measures that enhance social care, provided they do not necessitate further tax increases or borrowing.

Sir Ed Davey accepted the Prime Minister's invitation, stating a need for a different approach to care reform. The Liberal Democrats' priorities include placing family carers at the centre of proposals, ensuring access to care irrespective of financial means, and preventing individuals from losing their homes or life savings due to care costs. Nigel Farage, leader of Reform UK, criticised Mr. Burnham for excluding his party from the discussions, labelling it "uniparty in action" and suggesting a closed-door agreement with the established political parties.

Baroness Louise Casey, who is leading a commission into social care, is expected to launch a "Big Conversation on Care" to solicit public views on what the social care system should encompass, how it should be funded, and the state's role. Baroness Casey has noted that numerous attempts to reform the sector since 1997 have failed to address fundamental issues. She advocates for an "honest conversation" about building a better system, moving beyond the current cycle of crisis and unfulfilled promises. The commission's final report is anticipated by 2028, though earlier completion is possible.

Caroline Abrahams, charity director at Age UK, described the current social care system, established post-World War II, as outdated and in need of a complete overhaul. She indicated that funding for reforms would be a significant challenge, suggesting that while increased overall contributions might be necessary, the method of payment could change rather than simply increase for everyone.
