Applications for Temporary Event Notices are assessed individually, and past approvals do not guarantee future licences. One shop located near Notting Hill Gate Tube Station was informed that its licence for Carnival 2026 would not be granted. This decision was made despite assurances from the applicant that trained staff would be present to manage the premises.

Businesses in the Notting Hill area prepare for the influx of visitors by securing their premises. One clothes store employee reported spending around £1,000 annually on boarding up windows to prevent damage. He told the Local Democracy Reporting Service that while alcohol and drugs can lead to escalation, the carnival is important for cultural celebration and community gathering.
