New Education Secretary Prioritises Student Loans

Lucy Powell, the newly appointed education secretary, has identified the student loan system as a primary focus for her department. She stated that ensuring the system is fair for graduates is at the top of her agenda. Powell, who is also Labour's deputy leader, reiterated her previous concerns about the interest rates applied to Plan 2 loans, describing them as 'egregious'.

Understanding Plan 2 Loans

Plan 2 student loans were issued to students in England between September 2012 and July 2023, and continue to be issued in Wales. Graduates holding these loans are required to repay 9% of their earnings that exceed a specific repayment threshold. This threshold was set at £29,385 and, as reported by the BBC, the government decided to freeze it at this level between 2027 and 2030, rather than allowing it to increase with inflation. This freeze means that graduates may start repaying their loans sooner and, with rising salaries, could end up repaying more overall.

In April, a measure was introduced to cap the interest rate on some student loans in England, including Plan 2, at 6%. Powell, speaking on BBC Radio 5 Live, mentioned her personal familiarity with the issue, as her eldest child has a Plan 2 loan. She highlighted that the current interest rate, RPI plus 3%, contributes to graduates paying high repayments without necessarily reducing the loan's capital.

Powell acknowledged that while she is committed to examining the student loan system, she 'can't make any promises' regarding specific changes. She described the situation as a 'real cost-of-living issue' for young people. Her comments follow a review by MPs on the Treasury Committee, who suggested that comparing student loan repayments to monthly phone contracts or cinema tickets constituted 'mis-selling' by the government. This concern arose after a BBC investigation revealed such comparisons were used in promotional materials for teenagers a decade ago.

Previously, Kemi Badenoch, the Conservative leader, had indicated a willingness to reduce the interest rate on Plan 2 loans, proposing a cap at the RPI rate alone. The current RPI stands at 3%.
