The Social Security Advisory Committee had previously warned of an 'apprenticeship cliff-edge', where the current benefit system could unintentionally penalise families. The committee noted that a single parent with a disabled child could face a reduction of over £339 per week in benefits if their teenager started an apprenticeship. Even with earnings of £258 per week from the apprenticeship, the household could still experience a net loss of approximately £80 weekly, as reported by The Independent.

Work and pensions secretary Pat McFadden stated that the welfare system should act as a 'springboard to opportunity, not a barrier'. He added that by offering bursaries to those most in need and fully funding apprenticeship training, cost will not prevent individuals from pursuing these opportunities. Mr McFadden also indicated that there would be an expectation for people to engage with the support provided.

The bursary scheme will be financed through the growth and skills levy, which is paid by employers whose annual pay bills exceed £3 million. In addition to support for families, ministers have announced that small and medium-sized enterprises (SMEs) will be eligible for financial assistance amounting to up to £8,000 when hiring young apprentices. Mr McFadden described this as a 'serious investment in the next generation and in the future of our economy'.

Education secretary Lucy Powell commented that too many young people encounter obstacles when seeking apprenticeships, college places, or training. She stated that the government is investing to change this, aiming to help thousands more young people acquire the skills and experience needed for successful careers. Lucy Schonegevel from the charity Action for Children welcomed the announcement, noting that her organisation's teams often see young people decline opportunities because they cannot afford a reduction in family income. She expressed hope that this change would mean fewer young people must choose between their future prospects and their family's financial stability.

The announcement follows a commitment from prime minister Andy Burnham to reduce the number of young people not in education, employment, or training. Mr Burnham has also proposed new technical education routes for 14-year-olds, to be placed on an equal standing with traditional academic paths. From Year 10, pupils would be able to combine core academic subjects with technical education relevant to local job markets.
