Concerns have been raised that air conditioning units, while cooling interiors, can increase outdoor temperatures. Michael Whittall, sustainability manager at Fairview New Homes, explained that the release of heat from multiple units in dense urban areas could contribute to the urban heat island effect. He suggested that passive cooling methods, such as improved design, shading, and ventilation, should be prioritised. Amanda Williams, head of environmental sustainability at the Chartered Institute of Building, agreed that while air conditioning or reversible heat pumps have a role, making them standard could lead to higher energy consumption. She emphasised the importance of designing buildings that remain comfortable year-round.

A spokesperson for the Home Builders Federation highlighted that new homes are already well-insulated, aiding in maintaining cooler summer temperatures and reducing running costs compared to older properties. The government has stated that homes are designed to minimise heat gain and that developers can choose to install air conditioning, with regulations under review for effectiveness.

Financial Implications of Inaction

The Liberal Democrats estimate that the broader impacts of climate change could incur annual costs ranging from £60 billion to £260 billion. They contrast this with the estimated £7 billion to £22 billion needed to protect people from these impacts. The party has proposed that funding for fitting hospitals with air conditioning would be drawn from its £10 billion investment plan for the NHS.
