Haringey Council Faces Budget Challenge

Haringey Council is confronting a significant financial challenge, primarily driven by a reduction in government grant funding and a surge in demand for essential services. The council's government grant has seen a real-terms decrease of £143 million since 2010, according to figures from the end of the 2025/26 financial year. This reduction in central funding has placed considerable pressure on the local authority's budget.

Increased Demand on Key Services

A substantial portion of Haringey Council's spending, approximately 80% of its net budget, is allocated to three critical statutory services: adult social care, children's services, and temporary accommodation. These are services the council is legally obligated to provide. However, the demand for these services has been escalating rapidly. In the past five years alone, net expenditure for adult social care has increased by over £30 million, and the cost of providing temporary accommodation has more than doubled. This rise in expenditure has not been matched by corresponding increases in government grant funding, leading to a widening gap between income and outgoings.

Budget Deficit and Financial Measures

To address a projected deficit of £84 million for the 2026/27 budget, the previous administration utilised Exceptional Financial Support (EFS). EFS provides short-term financial flexibility rather than new funding. The council has highlighted that borrowing £1 million through EFS incurs approximately £70,000 in debt interest, money that could otherwise be used for other public services. While EFS is deemed necessary to avoid severe cuts to services, it is not considered a sustainable long-term solution. The council is strengthening its internal financial governance and seeking value for money in its spending decisions. It is also looking into investment opportunities that could yield long-term savings.

However, the council is urging for concrete action, including proposals for a national council house building programme, rent controls, a land value tax, and a national care service. The council is committed to operational efficiency but stresses the need for joint efforts between national and local government to effectively serve residents.
