More than 220,000 imitation World Cup football shirts and kits, with an estimated genuine retail value of £18.5 million, have been confiscated across the country. The enforcement action, which commenced in January 2026, was directed by the City of London Police's Police Intellectual Property Crime Unit (Pipcu).

Council attributes initial high figures to low testing volumes, not a borough-wide surge.

Pipcu officers apprehended four individuals on suspicion of selling counterfeit shirts. An additional two arrests were carried out by other police forces involved in the operation. The City of London Police stated that their efforts targeted online marketplaces, live shopping applications, and traditional market stalls, reflecting the increasing use of digital platforms by sellers of illicit goods.

Links to Organised Crime and Safety Concerns

Detective Chief Inspector Amanda Lowe, who leads Pipcu, highlighted that counterfeit football shirts represent a significant revenue source for organised crime groups. She explained that these sales help to conceal and fund criminal activities occurring behind the scenes. The operation aimed to ensure that supporters could enjoy the tournament with legitimate and safe merchandise. City of London Police also issued a warning that the trade in counterfeit items deprives rights holders and legitimate businesses of income, potentially exposes buyers' personal data, and leaves them vulnerable to financial fraud.

Helen Barnham, head of enforcement engagement at the Intellectual Property Office, described the trade in counterfeit goods as far from a victimless crime. She noted that it is estimated to cost thousands of jobs in the UK annually and supports other serious criminal enterprises, causing harm to legitimate businesses, society, and the broader economy.

Advice for Consumers

Fans have been advised to be vigilant when purchasing football shirts. Checking the price is a key indicator, as unusually low prices may signal a scam. Consumers should also inspect the quality of the stitching, fabric, and fit, and ensure that logos and tags match the manufacturer. Authentic swing tags typically include a unique product code sticker and specific wording. Handwritten numbers on care labels can also suggest a product is counterfeit. Purchasing from official retailers or club stores, verifying website security, and being cautious of sites using official product images without clear retailer credentials are also recommended.

This crackdown occurs amidst reports of rising prices for replica football shirts, with some costing up to £90. This increase has led to concerns that fans may be priced out of purchasing their team's kits.
