Westminster City Council's Licensing Sub-Committee considered the proposal last week. Objections to the extended hours were submitted by numerous residents, local community groups, and the Metropolitan Police. Concerns raised included potential increases in noise, litter, and anti-social behaviour associated with late-night operations and delivery drivers.

Steven Thomas, Chair of the Harrowby and District Residents' Association, expressed gratitude for the committee's consideration of the objections. He stated that while residents support local businesses, longer hours for food takeaways and delivery services can lead to higher levels of anti-social behaviour and disturbance during times when people need rest.

David Strang, a resident living nearby, initially had no strong feelings about the application but became concerned over time. He described delivery drivers as "a scourge in our area" and stated that anything increasing their presence and potential congregation outside the premises late at night was unwelcome.

Applicant's Response and Decision

Reema Mavani, representing the franchisee Kylu Ltd which took over the premises last autumn, told councillors that extensive consultations had taken place. She argued that the application was carefully amended and that granting it was unlikely to undermine licensing objectives. However, Mr Thomas noted that proposed mitigations did not fully address the community's worries regarding the management of delivery drivers.

A spokesperson for McDonald's stated that the company respects the council's decision and remains committed to serving the community within its current operating hours. They also indicated a continued engagement with residents to address any concerns.

The sub-committee deliberated the application last week, and a decision has since been communicated to interested parties. A full decision document detailing the reasons behind the refusal is expected to be published in due course.
