In the city of Durán, a region heavily affected by drug-related crime and rival gang warfare, Police Captain Jean Carlos Bustamante leads a dedicated team. He acknowledges the significant challenge posed not only by criminals but also by corrupt elements within state institutions and politics. Captain Bustamante relies on a hand-picked unit, as reported by the BBC.

During a raid on an abandoned property in a neighbourhood controlled by the Los Aguilas gang, Captain Bustamante's team discovered two handguns and ammunition. The captain described this as a small but significant success, noting that it removed weapons from criminal hands. However, he conceded that the gangs possess considerably more resources and weaponry than the state.

The violence associated with the drug trade has had a profound personal impact on Captain Bustamante, who has lost three close friends in the fight against gangs. He also highlighted the constant worry of his parents, who urge him to be careful.

A Nation Under Siege

The scale of the problem is immense. Ecuador imports drugs from neighbouring Colombia and Peru, the world's primary cocaine producers. Powerful domestic gangs, often collaborating with Mexican cartels and Albanian mafia groups, exploit the country's porous borders, underfunded security forces, and extensive coastline to facilitate smuggling operations. This has led to a dramatic increase in violence over the past decade.

Last year, Ecuador recorded one of the highest murder rates globally, with over 9,200 individuals killed, as per the interior ministry. Despite a stringent crackdown initiated by President Noboa over the last two years, critics suggest the strategy has inadvertently led to the fragmentation and proliferation of gangs. Many residents express scepticism about the possibility of ever winning the war against these criminal organisations.

Battling Micro-Trafficking and Corruption

Operations continue on the ground. Using drone surveillance, Captain Bustamante's team identified and apprehended individuals involved in micro-trafficking. These dealers operate at the lowest level of the drug chain, selling small quantities of narcotics locally. During one operation, police found small paper packets containing heroin, sold for approximately $1.00 (£0.75) each.

The effectiveness of law enforcement is hampered by corruption within the justice system. Colonel Santiago Gavilanez, deputy commander of Durán police, stated that arrested gang members are often released, sometimes leading to them re-offending. He indicated that gangs possess the financial means to influence legal processes and politicians. An unnamed police officer recounted being offered a substantial bribe to turn a blind eye to gang activities, illustrating the pervasive reach of corruption.

Signs of Progress Amidst Ongoing Conflict

Despite the overwhelming challenges, there are indications of progress. Police report that the murder rate in Durán has decreased by half in the first six months of the current year. Public spaces are reportedly safer, with fewer bodies found in public areas, a grim occurrence that was previously common. Colonel Gavilanez stated that the gangs have been contained, with full control being a medium-term objective.

However, the influence of criminal groups remains significant. Some gangs reportedly maintain informants within the police force, providing advance warnings of operations. One gang leader, identified as 'Jonathan', claimed to have police officers on his payroll, costing him between $1,500 (£1,100) and $2,000 (£1,500) per month for such information. Jonathan, who joined a gang at 18 to survive, represents a generation caught in the cycle of violence and poverty.
