Coastal Youth Face Poverty and Lack of Opportunity

Young individuals residing in coastal communities across England and Wales are facing significant challenges, including disproportionately high rates of poverty and diminished employment prospects. These issues are compounded by a stark reduction in funding for youth services, which has seen a 73% decrease over the past 12 years. This decline in support contributes to a broader national problem, with nearly one million people aged between 16 and 24 currently not in work, education, or training (NEET).

Evidence gathered from numerous coastal towns reveals a persistent narrative of isolation and a lack of opportunity for young residents. Unlike the idyllic imagery often associated with seaside locations, many young people perceive the sea as a barrier to advancement. Data indicates that nine out of ten of the most deprived neighbourhoods in England are situated along the coast, highlighting a systemic issue affecting these areas. Young people in these locations often struggle with inadequate public services and limited transport options, restricting their life choices and future potential.

A project named 'Against the Tide' has been documenting the experiences of individuals aged 16 to 25 in these communities. Through workshops and direct engagement, the project aims to amplify the voices of young people, allowing them to share their perspectives on their towns and their aspirations. The initiative seeks to identify necessary changes and hold accountable those responsible for the erosion of services that once supported young people.

A significant aspect of the 'Against the Tide' project involved bringing young people from coastal areas to Parliament to present their experiences to the all-party parliamentary group (APPG) for coastal communities. This initiative provided a platform for them to share their challenges and ideas directly with policymakers. Francesca, an 18-year-old from Blackpool, emphasised the importance of not just listening but also incorporating the plans and suggestions put forward by young people, stating, "We do actually have plans, you know!"

Following these discussions, the Coastal Navigators Network (CNN) has committed to establishing a Young People on the Coast Action Network. This new network aims to foster greater involvement of younger individuals in the creation of opportunities within their communities. Additionally, an exhibition showcasing the work created by young people from coastal areas is currently touring, with displays including one at Bristol's Arnolfini gallery and another at Blackpool North train station.

Addressing the Challenges

Employment remains a central concern for young people in coastal towns, where job prospects are often halved compared to inland areas. Many expressed a need for better, earlier career guidance and information delivered through channels they actively use, such as social media. Access to work experience is also a significant hurdle, with opportunities often limited to those with well-connected families. Proposals include extending transport support, such as bus passes, beyond the age of 18 for those from lower-income families to facilitate job seeking and further education.

Recent government initiatives, including the first national youth strategy in 15 years, signal a potential shift in focus. However, concerns remain about whether these measures will adequately address the specific needs of coastal communities.
