Caroline Russell, the Green Party's representative on the London Assembly, has urged the Mayor of London to implement driving restrictions during periods of high ozone pollution, drawing a comparison to measures taken in Paris. In France, authorities have introduced speed restrictions and can enact driving bans for more polluting vehicles when ozone levels rise.

Ms Russell highlighted that the detrimental effects of ozone pollution are not widely understood by the public, despite its significant impact on individuals with respiratory and heart conditions. She suggested that City Hall should adopt a more straightforward alert system, using 'amber' and 'red' warnings similar to those for heatwaves, rather than the current 'moderate' and 'high' classifications. This, she believes, would enhance public comprehension and encourage appropriate action.

“We need to be a bit more French - in Paris, they issue warnings for high ozone across a really wide area, the equivalent of Greater London, and reduce speed limits while advising people not to drive if possible because that will lower the scale of the ozone pollution and health impact.”

Ms Russell also proposed that London could learn from Paris by reducing speed limits and advising against non-essential driving when ozone pollution risks are high. She stated that such measures could mitigate the health consequences, including heart attacks and severe asthma attacks, which are exacerbated by these pollution events, particularly during heatwaves.

Mayor's Response and Future Considerations

Mayor Sadiq Khan has acknowledged that increasingly hot and sunny summers are contributing to a rise in conditions that favour ozone formation. Responding to Ms Russell's concerns during Mayor's Question Time, Mr Khan indicated he would review the user-friendliness of the current alert system and explore the potential benefits of a traffic light-style categorisation with officials. He also expressed openness to adopting effective practices from other global cities.
