BAE Systems Boss Warns of UK Complacency

Charles Woodburn, the chief executive of BAE Systems, has expressed concern that the United Kingdom is too complacent about the risks posed by foreign attacks. In an interview with the BBC, Woodburn described the current level of global threat as the highest he has witnessed in his lifetime. He welcomed recent increases in defence spending but indicated that further investment is necessary to meet the government's commitment of spending 3.5% of GDP on defence by 2035.

Woodburn also issued a warning regarding the impending use of autonomous lethal weapons by nations that may not adhere to the UK's policy of maintaining human control. He noted that the nature of modern warfare has transformed significantly, with countries like Russia and Ukraine becoming highly proficient in employing autonomous systems, particularly drones and counter-drone technology. BAE Systems showcased a full-size model of its Collaborative Combat Aircraft, an unmanned fighter jet designed to work alongside manned aircraft, at the Farnborough International Air Show. These systems are intended to significantly enhance firepower at a reduced cost compared to piloted aircraft.

Despite the advancements in unmanned capabilities, Woodburn acknowledged the continued importance of traditional military platforms such as aircraft, ships, and submarines, noting that adversaries are also developing large-scale assets. He stated that the combination of manned and unmanned systems represents a winning formula for defence.

The UK's defence budget is projected to reach 2.68% of GDP by 2030, a figure that falls short of the 3% target previously suggested by former Defence Secretary John Healey. A further substantial increase will be required to achieve the government's goal of 3.5% by 2035. Woodburn welcomed Healey's appointment as Chancellor, believing his understanding of defence requirements would be beneficial. The size of the UK's armed forces has also diminished considerably since the end of the Cold War, with the army decreasing from 153,000 regular soldiers in 1990 to its current strength of 74,000.

Woodburn emphasised the importance of defence spending for its broader economic benefits, including job creation and industrial development. He also addressed the ethical considerations of defence manufacturing, stating that the primary goal is deterrence, achieved by equipping service personnel with the best possible capabilities to protect them.
